MINUTES OF THE SPECIAL MEETING -BOARD OF ALDERMEN Monday October 27, 2025
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting place held Monday October 27, 2025 at the Public Hearing/Meeting at 6:30 p.m. The Mayor called the meeting to order and Alderwoman Clay led the prayer. Alderman Bourgeois led the pledge of allegiance. Those present were: Mayor Carol Bourgeois Jr., Alderwoman Clay, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderwoman Christia Simmons, City Attorney Lucretia Pecantte and City Clerk Susan Colden. Alderman Ray Duplechain was absent. Mayor Carol Bourgeois Jr. determined that a quorum was present.
The Mayor requested to have the agenda expanded to add item 6E. Discussion of financing for Police units. Item added on motion by Alderwoman Simmons, second by Alderwoman Clay. Roll call vote,

6A. Approval of the schematic design documents for the City Hall renovations project provided by the Gesser Group. Coray Wiles of the Gesser Group and of CHG Group. reviewed the project. There were logistical questions from the City Attorney regarding the passing of Mr. Gesser. After a discussion, The Mayor suggested that maybe the order might be changed, and terminate the contract first with Gesser, then approve the agreement with CHG Group and finally approve the schematics. Everyone agreed to changing the order of the items. The request for Approval to terminate the contract with the Gesser Group. Motion by Alderwoman Moore, second by Alderwoman Clay to terminate the contract. Roll call vote,

Next item is the new 6B, Authorize the Mayor to sign an Agreement with CHG Group, APC, subject to the approval of the Louisiana Facility Planning and Control (FP&C) for the remaining project. There was discussion on the agreement, an old version was in the packet. New copies were handed out. Alderwoman Simmons clarified that the city will be charged $100,000 between the FP & C fees and CHG fees. Mr. Wiles then went on to say during construction, the staff should be in a mobile facility during construction. Motion by Alderwoman Simmons, to approve with changes removing the schematics fee, adding the N/A to the termination fee and licensing fee in 9.7 and second by Alderwoman Clay to approve. 6 C. Approval of the Schematic Design Documents for the City Hall Renovations project provided by the Gesser Group, The Group had a discussion on the plans on A-3, Mr. Wiles explained that during the design development there is opportunity for changes. Motion by Alderwoman Simmons, second by Alderwoman Moore to approve. Roll call vote,

D Approval of support to the Jeanerette Creole Festival Committee, to host the Louisiana Cane Syrup Heritage Festival November 28-29, sponsored by UL, at 1318, and 1320, and 1322 Main Street and for the special event liquor license. Holly Royston addressed the board as a representative for the event. Motion by Alderman Bourgeois, second by Alderwoman Simmons to approve. Roll call vote,

6 E. Discussion of financing police vehicles. Chief Terrance Moore reviewed the three proposals from Robin Motors, Lapeyrouse and Mid South Fleet and leasing. Chief Moore stated he is looking to add 6 vehicles to the department. He discussed the equipment that has to be added. The base standard price for the Ford Explorer is $47,000, and the equipment that will need to be added is $14,000. Mid South Fleet has 2 quotes-a B and C, the C version is for a K-9 unit and the B is for a standard police unit in a destroyer grey color. Alderwoman Simmons clarified that Lapeyrouse is much more that Mid South and the Chief agreed. She continued and said that for the 60-month lease term it is 1,098.20 for regular patrol per vehicle. Then Ms. Simmons asked about the funding and $50,000 was coming from Act 461 and $50,000 is coming from LGAP. Chief went on to say that the maintenance will drop drastically because the new units will only require oil change and tires, we will fix his vehicle after the new units arrive. The Chief also said he is working on additional funding from the tobacco revenue funds for the next go around. There was discussion on number of vehicles and how many will be let go.
7. Resolution
A. Approval of Resolution 11 of 2025 to Authorize the Mayor to execute all documents to obtain a second opinion from Miller Engineers regarding cost and scope for Jeanerette Sewer Project. On motion by Alderwoman Clay and second by Alderwoman Moore to obtain the second opinion. Roll call vote,

B. Approval of Resolution 12 of 2025 to Authorize the Mayor to execute all documents to obtain a second opinion from Domingue, Szabo & Associates regarding cost and scope for Jeanerette Sewer Project.
On motion by Alderman Bourgeois and second by Alderwoman Clay to obtain the second opinion. Roll call vote,
