MINUTES OF THE REGULAR MEETING-BOARD OF ALDERMEN Monday January 13, 2025
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting place held Monday January 13, 2025 at for the Public Hearing/Meeting at 6:30 p.m. The Mayor called the meeting to order and the Mayor led the prayer, Alderman Bourgeois. led the Pledge of Allegiance.
Those present were: Mayor Carol Bourgeois Jr. Alderwoman Mariah Clay, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderwoman Christia Simmons, Alderman Ray Duplechain City Attorney Lucretia Pecantte and City Clerk Susan Colden.
Mayor Carol Bourgeois Jr. determined that a quorum was present.
Alderwoman Clay motioned, second by Alderwoman Moore to expand the Agenda to include item 10 D. To Create a Memorial Street Sign to Homor former Mayor James TK Alexander roll call vote

5. Public Comments on items 6-13. There were two comments cards for item 10 D., by Debra Bouie and Clarence Clark

B. Approval of Minutes of the Last Special Meeting December 23, 2024 Motion by Alderman Clay second Alderwoman Simmons voice vote of all yeah, motion carried
C. Approval of Minutes of the Personnel and Policy Committee Meeting January 7, 2025, Motion by Alderwoman Moore second Alderwoman Clay voice vote of all yeah, motion carried
E. Approval of Minutes of the Finance Committee Meeting January 7, 2025 Motion by Alderwoman Clay second Alderman Bourgeois voice vote of all yeah, motion carried
F. Approval of Minutes of the Public Works and Safety Meeting January 7, 2025, 2024 Motion by Alderman Bourgeois second Alderwoman Clay voice vote of all yeah, motion carried.
7.Correspondence by the Mayor-No correspondence to share
8.Announcements by Mayor-The Mayor reminded everyone that on January 19 at 1 pm will be a program honoring Martin Luther King at the King Joseph Recreation Center. The Mayor also wished everyone a happy New Year. The Mayor then went on to report that there was a meeting of the Water Sector Commission and Mr. Todd Vincent attended the meeting for the City, to get an extension to keep the waste water project moving forward. The Mayor called Mr. Todd Vincent to report the current details of the meeting and the project. In December the City was trying to close the DEQ loan. DEQ hadn’t finished the environmental review so they extended the deadline until the end of March. The Water Sector commission also approved the same extension for the Water Sector grant funds. Mr. Vincent also commented that the Delta Regional Authority (DRA)funds were now available for this year. There was a motion by Alderman Duplechain to have Sellers & Associates re-apply for the DRA funds, attorney Pecantte stated that this item could not be voted on during the Announcements and it was too late in the meeting to add it as an agenda item.
9. Reports A Audit report from Kolder, Slaven & Company LLC by Matthew Margaglio. Mr. Margaglio explained that the audit report was made up of a couple key components most notably the financial statements but the audit report is included. The City’s financial statements received an unmodified opinion or a clean opinion which is the best opinion the City can have and tells that the anyone who looks at this report can rely on the information contained in it. Regarding the compliance with the Federal awards, the Water Sector and COVID funds an noted no material non-compliance. There were a few minor issues one was with the State bid law, there was also a finding regarding the adjustment that had to be mad regarding the grant funds, and we discussed this with the Mayor, Clerk and your CPA to resolve this going forward. Mr. Margaglio then moved into discussion of the Cities’ General fund. Total revenue is around 2 million dollars, which is a decrease from last year, last year however is when they recorded all the COVID money, the expenditures is up a bit to 3.1 million, primarily due to increases in police budget. The major source of revenue is the tax revenue $850,000 which is relatively flat compared to previous years. The other key operation is the utility system and this year took in 1.7 million dollars and expenditures were up to 1.8 million. The Mayor noted that the cost of chemicals has significantly increased. He did also say that total revenues for water, sewer and garbage water 693,000, sewer 447,000 garbage 442,000. The firm feels the City is on a good path. 6:50:26
