MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday July 8, 2024
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting place held Monday July 8th, 2024 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderwoman Mariah Clay, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderwoman Christia Simmons, and City Attorney Lucretia Pecantte. Alderman Ray Duplechain was absent.
Mayor Carol Bourgeois Jr led the prayer and Alderman Bourgeois led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
5. Public Comments on items 6-13. No Comments
6. A. Approval of Minutes of the Last Regular Meeting June 10, 2024, approval on motion by Alderwoman Simmons, second by Alderwoman Moore, Motion carried on voice vote of all Yea, no Nay.
B. Approval of Minutes of the Last Special Meeting June 27, 2024, approval on motion by Alderman Bourgeois, second by Alderwoman Moore, Motion carried on voice vote of all Yea, no Nay.
C. Approval of Minutes of the Personnel and Policy Committee Meeting July 2, 2024, approval on motion by Alderwoman Clay, second by Alderman Bourgeois, Motion carried on voice vote of all Yea, no Nay.
D. Approval of Minutes of the Finance Committee Meeting July 2, 2024, approval on motion by Alderman Bourgeois, second by Alderwoman Moore, Motion carried on voice vote of all Yea, no Nay.
E. Approval of Minutes of the Public Works and Safety Meeting July 2, 2024, approval on motion by Alderman Bourgeois, second by Alderwoman Simmons, Motion carried on voice vote of all Yea, no Nay.
7. Correspondence by the Mayor The Mayor said he hoped everyone had a good 4th of July holiday. Regarding correspondence, they Mayor shared with the board a copy of an email from PPM regarding the estimate to relocate the sewer line at the site of the Raintree grocery store. The Mayor went on to say this is one of three estimates we will be getting. Alderwoman Simmons asked if we have to follow the open bid law. Nick Sonnier from Sellers & Associates Inc., said no because the project is under $250,000 it is not required but it is good to have 3 quotes.
8. Announcements by Mayor-Regarding the LMA conference August 1-3 in Shreveport, if any Alderperson wishes to attend, please let us know right away to register you. The Red Cross training held on June 29 was a success and the trainers commented on the great number of folks who came to the training. The Mayor thanked Reverend Johnson for organizing the event.
9.Reports
A Update from Statewide Electrical Services on Sewer and Water Operations by Mr. Anderson Clay, Mr. Clay first addressed the water plant, he was happy to report that the plant is pretty much complete aside from a few pipe and valve repairs and an exhaust fan. Next week the technician should be able to come and program the control panel. The brine tanks are being filled so he can introduce brine into the softeners. The brine will help with the discoloration and hardness. The official start-up of the plant should be in the near future. Alderwoman Simmons asked about the condition of the ground storage tanks. The Mayor said there are plans to apply for a grant this fall and hopefully next spring those tanks can be cleaned. Alderwoman Simmons asked if there any preliminary costs and the Mayor said no. Mr. Clay went on to say that they are planning to schedule a Citywide flush soon. On the sewer operations all of the lift stations are operating, the plant is operating but there still needs to be some work done at the plant. The bar screen does not work and Anderson doesn’t feel that it can be fixed. Alderwoman Simmons asked if that was part of the last project, and it was uncertain when it was installed. They are cleaning the basin manually. It was suggested removed it so DEQ doesn’t write it up. Alderwoman Simmons asked regarding the lift stations if they were able to run both pumps automatically at main station and Anderson said not yet, Ms. Colden said there has to be a programming fix installed to allow the operation. The Mayor said that Barry is working on getting that fixed.
The Mayor then announced that at 7am the playground equipment was delivered to City Park and they met with the contractor and the group assembling the area and work should begin soon.
10.Agenda Items
A. Appointment-Official Journal: The City is required to select a newspaper as its official journal annually and submit this information to the Secretary of State in accordance with R.S. 43:141. Motion by Alderman Bourgeois to select the Daily Iberian and second by Alderwoman Simmon roll call vote

C. Authorize Mayor to execute purchase agreements with the six (6) property owners for the property to be acquired by the City of Jeanerette for the Water Sector Sewer Treatment Facility Project. Nick Sonnier from Sellers & Associates Inc reviewed the current discussions with the property owners and the options for the right away access to the plant, there has been problems with securing agreement with the property owners. There were questions if the current plant can be repaired, there was discussion of flood zones. As well as the basically the components of the new plant. The board requested more clarification on the properties to purchase, appraisal, right of way the price and the results of the rate study, on motion by Alderman Bourgeois to table the item, second by Alderwoman Simmons
D. Approval of Policy 8, Dress Codes on motion from Alderwoman Moore, second by Alderwoman Clay, Alderwoman Simmons explained that it is that the administration will now wear a uniform shirt and appropriate slacks or skirt. roll call vote
